Abstract

In rural and peri-urban areas of Latin America, gaps in access to relevant technical education for young people persist. This study describes and analyzes the Personal Entrepreneurial Characteristics (PECs) and levels of entrepreneurial effectiveness of 28 graduates of Technical-Productive Education Centers (CETPRO) who own their own businesses in Cajamarca, Peru. A quantitative, non-experimental, descriptive, and cross-sectional approach was used, applying the PEC questionnaire (CEFE methodology, based on McClelland, 1961) and a business performance diagnostic form through a survey and structured observation of the entire study population. The results show high and medium levels of CEPs (60.71% and 35.71%, respectively), in contrast to a low overall business effectiveness (19.94%). It is concluded that graduates possess well-established entrepreneurial attitudes and potential but face significant technical weaknesses in operations, quality, human resources management, and finance, suggesting the need to strengthen technical and productive training through a dual classroom-business approach.
