Abstract

This article’s propose is to present a Co-responsibility Community Plan in order to strengthen citizen security, in the town of San
Francisco de Asís of the Municipality of Zamora in the Aragua state. For guarantee to the community the participation strategies
to design a security and violence prevention plans. Through implementing the police body’s transformation and strengthening the
citizenship concept with the community organization. It is expects that this plan boost the organized communities participation as
proactive agents for crime and violence prevention. This research, methodologically, was support by a field study. A non-experimental
design was apply, of the descriptive level and the feasible project modality. Two likers scale´s type questionnaires, were prepare to be
answer by the Communal Councils of San Francisco de Asís spokespersons and the Police Command authorities. In conclusion, today
more than ever, for the success and legitimacy of public action the citizens must be take into account. In order to guarantee the citizen
participation established by the Constitución de la República Bolivariana de Venezuela (1999), reactivating and involving the population
in security matters. Therefore, it is recommend creating surveillance, preventive and educational joint groups that, conjunctively with
the communal councils, police and the citizens urging compliance with ordinances to fight crime.
