Public policies: the conceptual and context

This article seeks to improve the understanding of conceptualizing public policies and understanding their context. In this regard, it begins with the emergence of the social problem and how the social process develops, which generates importance and depends on the management carried out by the social actors in the expository and argumentative aspects of the social problem, which can follow two paths: be investigated or dismantled. Justification: understand and understand public policies, interpret the political reality and social perspective where the common citizen lives, in front of governmental, non-governmental actors and other sectors of society. Methodology: it deals with qualitative research, expository and reflective documentary type; reviews the term public policies since its introduction, analyzes and interprets the information, establishes analogies based on socio-environmental vulnerability and uses electronic and written documentary sources. Conclusion: complying with steps and stages according to the government work scheme does not guarantee that the problem can configure a topic and enter the public agenda programming. By turning the problem into a matter of public management, he begins an extensive journey and submits to a political game, where a systemic and formal line of public agenda, triangulation and political networks intervene; therefore, nothing guarantees to remain in debate. Public policies as an approximation, it is a discipline, it obeys the sequence and cycles that accompany the social process, it depends on the political moment and an unstable logic that configures results; As a process, it is immersed in decision-making, objectives, impact, social value, and provides alternatives to solve it.
