This article constitutes a latent intellectual incitement as a researcher, its purpose is: To implement a strategic plan for citizen security to reduce gender violence in the "La Lagunita" sector of San Juan de los Morros, Edo. Guárico. The following investigation is developed under the Postpositivist paradigm, and a Socio-critical approach, with the (IAP) method. The ultimate goal of Participatory Action Research (PAR) is to ensure that the community becomes the main agent of change to achieve the transformation of its reality. Participant observation and group interview techniques were used. The design is open, flexible and emergent. This construct subscribes to the second Matrix Line of the UNES Research Lines; which bears the name: Citizen Coexistence Culture of Peace and Crime Prevention: "This line aims to study the challenges for the construction of national, regional and local contexts of greater social cohesion as an essential condition to guarantee citizen security." Likewise, in one of its Potential Lines: b) Expressions of violence that threaten coexistence in solidarity. In such a way that citizen participation is appreciated in the tasks of citizenship with the community and the institutions involved in order to respond to what is diagnosed jointly, in order to generate tools for decision making. Therefore, the main way to minimize gender-based violence is prevention. This includes, of course, a global change in the way of seeing the relationships between women and men, a questioning of social roles and stereotypes, of language, among others. These changes must start from adults in order to be effectively transmitted to children and adolescents
