Abstract

Satisfying the needs of the population according to a sustainable development is not an easy task for governments in a world ruled by consumerism and the little education in ecological matters of the citizenship. Since the management policies of a cityshould be pertinent with a resource management in an efficient way and without compromising future generations. Because of this, this research presents as an end to establish the vision of lthe political management of the city andsustainable developmentfor the construction of governance, livability and productivity.A positivist methodology was used with a qualitative approach, having the documentary type modeanda descriptive level. The filing was used as the data collection technique, for which it counted on the classification of the data and the content card. The data analysis was performed by means of dialectical analysis. Among the resultsweare invitedtorethink that the rights of the city are universal public goodsthat must be defended co-responsibly:State/Citizenship, therefore it is necessary to promote continuously and permanently, that water, air, land and energyasrightsofthecity,areuniversal public goodsof allthecitizens.
